Who is Xur?

Xur is the agent of the nine, he is an exotic vendor who brings an exotic hunter, titan and sorcerer along with weapons every week. Find Xur at the northern end of the hangar, on the small pier near the edge of the area.

From the transmission zone in the courtyard, go left. Take the stairs down until you reach the hangar area and turn left again to go to the north side of the space. Xur climbs the small steps while waiting at the railing at the edge of the area.
