The location of the military base in GTA 5 is next to the Great Ocean Highway south of Paleto Bay.

After reaching the military base, there are several entrances:

• Via the West Entrance on the Great Ocean Highway, which is the main entrance.

• Fast car jumping over the fence along the Great Ocean Highway.

Arriving by plane – by car – is both an exciting and surprisingly practical way to steal vehicles from a military base.
